Pentagon Threatens Lawsuit Over Osama Bin Laden Book

(Friday, August 31st, 2012)

The Defense Department is threatening to go after an ex-SEAL author and his publisher over a new book that challenges the administration?s official account of last year?s raid that killed Osama bin Laden.

The Pentagon late Thursday released a letter from its top lawyer, Jeh Johnson, to publishing giant Penguin and ?Mark Owen,? the pseudonym of an ex-SEAL special operator who has been identified as Matt Bissonnette. In the letter, Johnson said Bissonnette had breached non-disclosure agreements he signed while on active duty in 2007.

According to official Navy records obtained Thursday by POLITICO, Bissonnette served in the Navy from 1998 until April of this year. Johnson wrote that the NDA he?d signed remained in effect ?even after you left the active duty Navy.?

Complete Guide To Self Improvement: How To Use Creativity To ...

?Are there still original ideas in the world??

?They beat me to that bright idea; what else can I do??
?I?ve failed many times before that I can?t think of anything else to solve this problem anymore.?

These statements reflect the thought of an individual who has given up on creativity. Sadly, a lot of people share this way of thinking. They never viewed creativity as a very useful tool to improve or improvise in life in all its diversity.

A situation that requires a solution can be approached in a variety of ways. There isn?t a single way fix to a problem. Being creative opens new horizons and can deliver many benefits. Creativity can sometimes be mistakenly interpreted as an obstinate attitude. Some people think that insisting on doing things in a different way is a sign of stubbornness.

Never hold back a good idea. Everyone is free to interpret his own unique way. Any interpretation by itself is creativity at work. A person who enjoys creative thinking can easily come up with innovative solutions for situations that require a quick fix.

For instance, your car got stalled on a deserted highway due to a leaky rubber hose on the cooling system. Tough luck! Of all places, it had to happen in the remotest places.

If you have some chewing gum in your pocket, it just might be a handy fix. Start chewing the gum and patch it on the leak. To keep the gum in place, tie it with a piece of rag. This quick fix might do the trick so you can drive several miles without an overheated engine, until you get to a service station to have the leaky hose replaced.

There used to be a television series entitled ?MacGyver.? The main character is an extremely creative and crafty guy. Whenever he finds himself in a tight fix, he tries to find a way out of it with his quick fixes utilizing available materials around him.

In a way, creativity is a never-ending learning process. From learning, you gain untold benefits, which you can use in real life situations.

Being creative might require you to think out-of-the-box, venturing your mind into the uncommon. You can never be sure of your ideas until you try them. As long as there is no perceived danger involved, it is always worth a try.

Inventions are products of creative minds. The field of science, in whatever branch you may touch on, is invention itself. Without creative minds, science would have been a forlorn field of knowledge.

It must be noted that most adaptations to improve or improvise are aimed at improving current conditions. Upon analyzing honest applications of creativity, the ultimate intention is to achieve good for all and the will to build lasting peace. After all, this intention is what counts most.

Erich Fromm spelled it out clearly, ?The conditions for creativity are: to be puzzled, to concentrate, to accept conflict and tension, to be born everyday, and to feel a sense of self.?

Samsung Galaxy Note II: Have stylus, will travel

The Samsung Galaxy Note II is either a very large smartphone or a very small tablet. It should debut in Europe and Asia later this year.?

By Matthew Shaer / August 29, 2012

Earlier this month, Samsung took the wraps off a device called the Galaxy Note 10.1 ? "the first 10-inch Android tablet," one pundit noted, "to offer compelling, consumer-friendly features the iPad can't match." Among those features was a stylus, or S-Pen, which allows users to scribble notes in the margins of e-books or to draw with more precision than a mouse or finger.?

Now, a few weeks later, Samsung is rolling out the Note 10.1's little brother, the Galaxy Note II. (We know, all these Notes can be a little confusing.) Like the 10.1 and the original 5.3-inch Galaxy Note, the Galaxy Note II will ship with the stylus.

But the Note II fit somewhere in between the 10.1 and 5.3 Notes ? the display is 5.5-inches ? putting it in extremely-large-smartphone/"phablet" territory." Specs are pretty strong: 1.6 GHz quad-core processor, 2GB of RAM, and Android Jelly Bean OS.?

The phone, Samsung exec JK Shin said in a statement, will "encourage users to?unleash their inner creativity.?With a perfect viewing experience and unique and differentiated features, users can discover information and capture their ideas faster, express thoughts freely and manage tasks more efficiently."

No word yet on price, nor US launch, the Note II will go on sale in Europe and Asia in October.?

In related news, Samsung was recently ordered to pay approximately $1 billion in damages to Apple, after a California jury found it guilty of violating a range of patents. Apple, in turn, is pushing for?injunctions against a number of Samsung handsets named in the litigation. That will likely hurt Samsung's standing in the market and put added importance on new devices such as the Note II. In fact, the case may mean that the Note II will never reach American shores, at least not until the appeals process plays out.?

GOP convention buzz: And the 'mystery speaker' is ... Clint Eastwood! (+video)

The latest at the GOP Convention is that Clint Eastwood is the 'TBA' speaker Thursday, slotted just before Marco Rubio introduces Mitt Romney and adding a little Hollywood pizzazz to the evening.

By Brad Knickerbocker,?Staff writer / August 30, 2012

Clint Eastwood, the ?Dirty Harry? star and Oscar-winning director of ?Unforgiven? and ?Million Dollar Baby," endorsed Mitt Romney this month.

Clint Eastwood of ?Make my day? fame is the current thinking among those predicting the identity of Thursday night's mystery speaker at the Republican National Convention.

"It's him," Romney family friend Paul Gilbert told the US News ?Washington Whispers? blog. "I can confirm that, 100 percent." Mr. Gilbert served as the GOP presidential candidate's Arizona state chair.

Fox News is also saying it?s Mr. Eastwood: ?One Republican source told FoxNews.com that Eastwood is indeed the mystery speaker, following an online report that?claimed the actor is planning to travel to Tampa for the convention.? CNN is reporting the same.

IN PICTURES:?The Republican Convention 2012

Like a round from Dirty Harry?s massive revolver, the Eastwood buzz ricocheted elsewhere, including at PolicyMic.com (which bills itself as a voice for millennials), where the headline is ?RNC Schedule of Speakers: LIVE Mystery Speaker is Clint Eastwood.?

Eastwood is prominent on the Monitor?s list of five likely mystery men (or women) designed to generate expectation and enthusiasm on the convention floor: Sarah Palin, Donald Trump, Mitch Daniels, a ?ticked-off CEO,? and Eastwood.

But really, Ms. Palin and The Donald have too much baggage and Gov. Daniels ? a decent man and an effective governor ? is too ? well, think Paul Ryan without the pizzazz.

In any case, the official convention speaking schedule for the night includes a slot for ?to be announced? just before Sen. Marco Rubio of Florida introduces Romney.

Although his political image isn?t as hard-edged as the late Charlton Heston's of ?cold, dead hands? pro-gun fame, Eastwood endorsed John McCain in 2008 and has done the same for Romney this year. He?s described President Obama as ?a greenhorn? who ?didn?t have experience in decision-making."

When Republicans speak of ?Dirty Harry,? they usually mean Senate Majority Leader Harry Reid (D) of Nevada ? the guy who charged that Romney hadn?t paid any taxes for the past decade.

But tonight at least, the reference seems likely to be to the ?make my day? guy himself.

Hijack alert as plane lands at Amsterdam's airport

A plane with 180 passengers has landed at Amsterdam-Schiphol airport with a possible hijacking in progress, the Dutch military police said Wednesday, but the airline involved denied that there had been a hijacking attempt.

"The plane has landed at Schiphol. There is a possible hijacking and the police have surrounded the plane," an official of the royal Dutch military police told AFP.

"We are trying to make contact with the people in the plane."

The Vueling plane is believed to have been en route from Malaga in Spain and was accompanied by two Dutch F-16 fighters as it entered Dutch airspace, the military police official said.

Dutch media reported that radio contact had been lost.

A spokeswoman for Vueling however denied that its plane was the subject of a hijacking attempt.

"It's not true," she said, without giving further details.

The cost of special education | Rancho Santa Fe

By Marsha Sutton

Marsha Sutton

Talking about the cost to public school districts of providing special education services is tricky. No one argues that the need to serve all kids, regardless of their disabilities, is a moral imperative.

But the effect of all the special education legislation on already slammed school budgets is the elephant in the room that has to be acknowledged to fully grasp the perilous condition of school district finances.

Aides and other professional support in the classroom can cost districts millions of dollars ? outside services and facilities, many millions more. On top of that, expensive transportation to and from schools for special education students is legally required. It can all add up to 20 percent of a school district?s budget.

Some federal and state transportation money is available but has never fully covered costs. And now, as California?s funding for education continues to evaporate, the amount provided to transport special education students is diminishing even further.

In the Solana Beach School District, the school board just approved expending $354,000 to Care-A-Van, a Carlsbad-based company, to transport about 30 special education students in 2012-2013. That?s almost $12,000 per student, more than it costs to educate a student for an entire year.

?Over the past several years we have reduced special education transportation costs for the district, but continue to look for more cost-effective services,? said SBSD superintendent Nancy Lynch, in an email.

In the Del Mar Union School District, the board approved a contract with Care-A-Van for the coming school year for $685,000 to transport 49 special education students, which comes to nearly $14,000 per student. [The difference in travel distance accounts for some of the variation in price.]

In the San Dieguito Union High School District, the cost in 2010-2011 for transportation for the 175 special education students who qualify is $2.6 million, which averages to more than $15,000 per student. That figure was higher for 2011-2012, and will increase further this year, according to SDUHSD?s associate superintendent of educational services Rick Schmitt.

Staggering numbers

Then there?s the cost for aides and special services.

Del Mar?s board, at its March 28, 2012 meeting, approved $69,531 for two students who each require a one-on-one instructional assistant for six hours a day. Each aide?s annual salary is about $35,000.

This is peanuts compared to the $270,000 San Dieguito paid last year for two students to attend the Family Life Center, a special education residential placement facility classified as a nonprofit 501(c)3, in Petaluma, Calif.

?The costs for these types of placements, required by law, include room, board, education and mental health services,? said Schmitt. These students, he said in an email, require care 24 hours a day, 12 months a year, and school districts must pay.

Kids in residential facilities, in general, can be violent, need 24-hour care for feeding and toileting, have no communication skills or have other severe physical and emotional needs.

San Dieguito began last year with 12 students in residential programs across the country, costing the district just shy of $1 million. That?s not including $750,000 in transportation costs.

As of June 2012, Schmitt said the district had 20 students in residential facilities, and will start the year this fall with 18. At about $83,000 per student, the cost to the district this year will be about $1.5 million, not including transportation. The two at Petaluma, at $135,000 each, are unusually expensive.

For special education students attending SDUHSD schools, the district has 92 instructional aides, which Schmitt said can each cost $40,000. That?s nearly $3.7 million.

In 2010-2011, San Dieguito?s cost for all special education services was over $18 million, and for 2011-2012, unofficial numbers are $19 million. The district?s total budget is about $102 million.

In 2010-2011, federal and state funds paid 63 percent of the costs, leaving the district on the hook for 37 percent, or about $6.33 million. But in 2011-2012, Schmitt said federal and state funding will only cover 53 percent, forcing SDUHSD to pay 47 percent ? about $8.46 million.

That $2.13 million difference is a 33-percent increase in one year, a year that happens to be one of the worst for education funding in recent memory. The $8.46 million is a direct encroachment on the general fund.

No one wants to set up a conflict between special education students and regular students. It?s not either/or, because special education services are mandated by law and must be provided.

And should be, all would contend. Not a single individual in education has ever suggested that special education services should be denied. No one would say ? or even believe ? such a thing.

But well-meaning special education legislation has resulted in a series of unfunded mandates that cash-strapped school districts already over-burdened with dwindling funding struggle to pay. And those are just facts.

Health services

The San Dieguito Union High School District, serving about 12,300 students in grades 7-12, has about 10 percent of its student population qualifying for a range of special education services. Ten percent is typical for school districts locally and nationally.

There are four categories of special education students at San Dieguito, according to Schmitt: those attending SDUHSD schools who receive extra support at school, those attending SDUHSD schools but require additional services from outside agencies after school hours, those students SDUHSD transports to and from non-public facilities every day who do not attend SDUHSD schools, and those who live in residential facilities 24/7.

In 2010-2011, SDUHSD had 1,225 special education students at its schools. Of those, 1,170 were in a category called mild to moderate. The other 55 were classified as moderate to severe.

The mild to moderate students attend regular classes at district schools but receive some level of support. Some are provided with transportation.

The moderate to severe students, who also attend SDUHSD schools, are often wheelchair-bound and could be blind or have debilitating conditions such as spina bifida. They need more care, often receive psychological services or an array of other mental and physical health support, and usually require one-on-one aides.

The cost to the district in 2010-2011 to educate and provide services for the 55 moderate to severe children was $87,903 per student. Almost all these students are given transportation.

Another group of students, 42 of them in 2010-2011, attend non-public schools throughout San Diego County. ?We put them on a bus and bring them home at the end of each school day,? Schmitt said. The cost to provide educational services for these students was nearly $1.5 million, without transportation.

The fourth group is those students placed in residential facilities.

The law requires that, regardless of a student?s condition and the cost, districts must provide a program. ?If you can?t provide it within your own building, you have to find a placement for that student outside your building,? Schmitt said.

In attempting to adhere to the philosophy of providing the least restrictive environment, ?we exhaust all our resources within the district before considering non-public schools and programs,? he said.

For students educated in the district?s schools, many need mental and physical health services the district is not equipped to provide. Because most of the mild to moderate students, and some of the moderate to severe, are diploma-bound, they require a full day of academics to graduate. So health services provided by the district using non-public agencies are usually offered outside the school day through outpatient programs.

This coming year, though, San Dieguito has contracted with Rady Children?s Hospital for three full-time therapists to work at each of the district?s nine schools.

?They can meet students conveniently during and after school,? Schmitt said. ?[It?s] simpler and cheaper, plus our students are able to stay on campus.?

Schmitt said the district is required to provide services for special education students through their 22nd birthdays.

?We?re not built for those kinds of programs [on campus] so we have what?s called an Adult Transition Program,? Schmitt said.

The ATP serves more severely disabled students and helps them develop skills and the capabilities they need to function in society.

?It?s called functionality,? Schmitt said. ?This Adult Transition Program is best in a community setting rather than on campus. It helps kids get more familiar with being independent.?

The cost of all these programs adds up to big bucks for school districts like San Dieguito, and expenses for special education show no sign of lessening.

[For a discussion on a unique plan the San Dieguito Union High School District has to cut costs and improve services for special education students, read Part Two next week.]

When buying new appliances, you should avoid buying extremely cheap ones. Keep in mind that quality appliances can last you for at least one decade, even more depending on the kind of appliances. If you cannot afford expensive appliances, consider a payment plan: if you buy quality appliances, you will still use them long after you have paid them off.

Instead of purchasing plastic boxes for under bed storage, buy some square baskets. Baskets are a great way to store items you may need throughout the day, while keeping your room uncluttered and neat. Plastic doesn?t look very nice, but using baskets can be a touch of professionalism in any environment.

When you reorganize your garage, make a clean sweep. Take everything out rather than just shuffling junk around inside the garage. By doing it this way, you can examine all of your stored treasures and decide which ones you can get rid of to make better use of your storage space.

If your bedroom is looking a little old and worn out, you can put new curtains up to add a splash of color and to bring a touch of freshness into your bedroom. New curtains are a cheap way to bring your room back to life with color and life.

When cracks appear in your interior walls or your ceilings, have them inspected by a construction professional as soon as possible. While the most likely cause of such cracks is a simple failure in the finished surface, they can indicate deeper, much more serious causes. You don?t want to blithely paint over a crack and forget about it when it is actually indicating foundation settlement!

A great way to reduce your chance of mold growth in your household is by making sure your bathroom is well ventilated. Bathrooms that don?t have a window or some sort of vent usually get steamy, but are unable to be rid of the humidity. Eventually this humidity contributes to extensive mold growth.

Talk to neighbors and look for signs of new construction before moving into a new neighborhood. You don?t want to end up living across from the newest McMansion. Find out the chances of the neighborhood changing and what the trends are before buying. The gorgeous hill view from the kitchen might become a new subdivision before you know it.

In order to keep your drains unclogged you need to regularly clear them every month. You can take boiling water and add two tablespoons of baking soda. Slowly pour the mixture down the drain to keep your drains clear and free. It is a great and simple way to handle clogged drains.

There?s no need for a full bathroom remodel when you can make your bathroom more functional and stylish by installing new fixtures. Update the shower with a more adjustable shower head or there are even models that mimic rainfall! New sink faucets, towel racks, cabinet hardware or mirrors are other effective choices. Change out your fixtures and you will update your style with out breaking your budget.

A dripping sink can be an annoyance in any home. It not only wastes water, but costs money on your water bill. If a sink is dripping from the spout, the faucets central cartridge might need to be replaced. If you have a pillar tap, you might need to change the washer. A quick examination will help you determine your course of action.

If you are planning a home renovation, make sure you have some way to dispose of construction debris. Any major renovation project is going to result in a lot of debris and much of it will be substances that shouldn?t be mixed in with city trash. Plan ahead and you won?t be stuck with it.

Do you now understand what makes home improvement, well, home improvement? Do you know about the different kinds of jobs and equipment now? If you now have an idea of how to answer these questions, then you have read and understand what it takes to create the home of your dreams.

Dems challenge Koster's stance on immigration | Politics blog

From Stark

Washington State Democrats have issued a press release accusing Republican 1st District Congressional candidate John Koster of hiding from immigration issues.

The Dems note that the GOP?s platform committee has staked out a hard-line position that opposes any kind of amnesty for those who are in the country illegally, including DREAM Act measures that would show some mercy to those who were brought into the country as children. The New York Times reports.

The accusation that Koster is dodging the issue is based on his campaign?s failure to return a phone call for this Seattle Times story noting that Republican gubernatorial candidate Rob McKenna and Senatorial candidate Mike Baumgartner have attempted to move away from their party?s hard-line immigration stance.

Here?s how the Dems? press release characterizes this non-return of a phone call: ?Koster refused to answer questions about his opinion of the extreme Republican positions ??

For what it?s worth, Koster did address the immigration issue in The Bellingham Herald?s Q&A to 1st District candidates before the August primary, although he also seemed to change the subject to excessive federal regulation of agriculture. Here is our question about immigration, along with Koster?s answer and the answer from Suzan DelBene, the Democrat who took second place in the primary and is facing Koster in the November general election:

Q: Agriculture is a $290 million a year business in Whatcom County. Local farmers say their very existence could be threatened if tightened immigration restrictions deprive them of undocumented laborers, without providing them with a legal way to obtain the labor force they need. What should Congress do to address the labor problem in agriculture?

John Koster: We are a nation of immigrants. The debate and problems we have today are not about legal immigration, but illegal immigration. The debate is also a matter of national security. We must secure our borders. We are a nation of laws; therefore, we first need to enforce our existing immigration laws. I will oppose efforts to provide amnesty for illegal aliens. That being said, American farmers are fully capable of feeding this nation. Excessive governmental regulation and micro-management threatens this capability. Farmers must be left free to innovate and produce without unnecessary and intrusive regulations. As a third-generation dairy farmer, I personally feel that we need to revamp and reinstitute our ?guest worker program? that offers temporary visas for those wishing to come from other countries to work as seasonal workers.?Washington?s farmers have a need for seasonal agriculture workers. However, any guest worker program should never provide a fraudulent cover for those seeking to flout our immigration laws.

Suzan DelBene: For too long, Congress had ignored taking meaningful action to address immigration and as a result we have a flawed system that isn?t working, for immigrants, their families or employers. I support comprehensive immigration reform. Reform should include an earned path to citizenship for those who are here and working. I?m not supportive of e-verify and don?t think it?s good for our farmers or workers. What?s more, we need a legal and safe way for migrant workers to be able meet the labor demands of our agricultural industry in a way that protects workers and helps our economy thrive. Comprehensive reform has to be more than an enforcement-only policy and we must treat immigrants and their families with respect and dignity, not as second-class citizens.

yaniconquistadora: Tea Zone Special Tea Drinks

So why did I say it is affordable? Because currently Tea Zone has successfully introduced a marketing strategy that you rarely see in other tea drinks carts- a thing called Buy 1 Take 1. And the good news is that they are doing this for lifetime I guess; making them the cheapest yet yummy special tea drinks you can ever encounter. For as low as PhP32 you can happily have two medium Tea Zone drinks. How's that for a refreshing? in-between snack?

What I so like about Tea Zone cart is its simplicity, neatness and striking colors that could easily attract new and regular buyers. You won't have any difficulty finding this one and distinguish it from other beverage carts inside the mall mainly because it is still new and at its best! The one in SM North is adjacent to the information area of the mall and opposite side of Joillibee.

Tea Zone drinks are categorized into following: ICY FRUITS, COOKIES n' CREAM, CHOCOLATE SERIES, SHAKEN FRUITS and TEA LATTE. I've decided to order? two tea beverages from each category but I let my dear cousin choose what to take home or not.

(L-R) Green Apple Milk Tea with Sago, Strawberry Milk Tea with Sago and Nai Cha with Sago

I tried them all before and the most special Tea Zone drink to me is Nai Cha which happens to be their best-seller. As a matter of fact, better than those that we can buy in fast-food restaurants in terms of? both value and quality. Try it to believe. Strawberry Milk Tea was creamy and smooth, I never imagined that it'll taste that very good! My favorite fruit and ice cream flavor turned into a milk tea favorite now. However, the Green Apple tasted like a real apple but lacks in strength in terms of overall flavor.

TEA ZONE IS NOW OPEN FOR FRANCHISE!? I actually told my brother about this after finally meeting the owner behind this brand at WOFEX 2012 at SMX Convention Center last August 3,? but he is still contemplating about it :) Should he approved of it then I can have Tea Zone anytime!!! Oh yes! ^_^

Credit Card Tips That Will Change Your Life - Finance Revealed

Credit cards have the power to cause financial ruin, but they don?t have to. However, if you use these cards properly there are benefits. These can include rewards and conveniences. Read this article to discover some of the advantages of credit cards.

TIP! Many experts believe that the limits on your credit cards should not be above 75% of your total monthly salary. If your level of debt exceeds your monthly salary, then you need to focus your efforts on paying it down right away.

Adhere to a smart budget. Simply because a card issuer has given you a spending limit, you should not feel obligated to use the entire amount of credit available. Be aware of what you are capable of paying and stay within that limit for healthier finances and to avoid high interest payments.

Your credit report should be looked at every year. You can request a copy for free once a year. Make sure that everything in the report matches up and that your credit history is being reported with a great level of accuracy.

TIP! Almost everyone has had this happen. Company after company sends you information about their fantastic credit card, week after week.

If you must make a late fee or happen to miss a payment, try calling your credit card company to ask if fees can be waived and if the interest rate can remain unchanged. If your payments are not timely, creditors will not hesitate to increase rates and add extra fees. If you contact the company, you can probably reduces these charges.

Let your credit card terms dictate the way in which you utilize the card. If you have more than one card, see which one is better for everyday usage and for emergencies.

Regularly use credit cards that you want to keep hold of. Many creditors keep inactive accounts open for only a limited time. You have to use your credit cards occasionally so that your creditors do not close the unused accounts. Even if they are just small charges, do not forget that you have to pay them off so you will remain debt free.

TIP! Keep a close eye on transactions made with your credit card. You can even sign up to receive mobile alerts if they are available.

Many consumers improperly and irresponsibly use credit cards. Although it is possible to get into debt in times of crisis, it should not be a regular occurrence under ordinary circumstances or a result in spending beyond your means, which leaves you with payments you cannot make. Paying your balance off every month is the smartest thing to do. By using this strategy, not only does your card maintain a low balance, you also increase your credit score.

Too many people erroneously believe that it is a good idea not to have any credit cards at all. You should always have at least one card so you can establish credit. When you use it, pay for it! If you do not have any credit cards, your credit score will be lowered and you will have a harder time being approved for loans, since lenders will not know able you are to pay off your debts.

TIP! Before accepting a balance transfer read the contract fully. Have a true understanding of what occurs after the introductory period is complete.

Don?t pay credit card bills with the same exact card. Some desperate card holders get a cash advance to mail in a money order, thinking they are buying themselves a month to weather an emergency. However, the fees and interest rates that are incurred by doing this is simply creating a larger emergency disaster in the following month.

Credit cards can have real benefits when they are used responsibly and carefully. From peace of mind to greater flexibility to significant rewards, there are benefits to a credit card that almost anyone can enjoy. Take the information that has been given to help you gain success with your cards

Wall Street gains on stimulus hopes, but ends week lower

NEW YORK (Reuters) - Stocks climbed on Friday on news the European Central Bank is considering setting targets in a new bond-buying program that could help contain euro-zone borrowing costs and on hopes of more stimulus from the Federal Reserve.

Despite the day's advance, the S&P 500 broke a six-week string of gains. For the week, the benchmark index fell 0.5 percent. Conflicting perceptions of the Fed's commitment to provide more stimulus took a toll on the market this week.

Investor sentiment received a lift on Friday from U.S. Fed Chairman Ben Bernanke, who said the Fed has room to deliver additional monetary stimulus to boost the U.S. economy. Bernanke made the comment in a letter to a congressional oversight panel.

The letter comes a week ahead of the annual economic symposium at Jackson Hole, Wyoming, where Bernanke and ECB President Mario Draghi will speak.

The ECB is discussing yield-band targets under a new bond-buying program to let it shield its strategy and avoid speculators trying to cash in, central bank sources told Reuters on Friday. Any decision would not be made before the ECB's September 6 policy meeting.

"If there can be a nice balance of stimulus that keeps interest rates low, as opposed to throwing more debt at the problems in Europe, and some level of austerity, Europe can get out of this tangle. But that balance is really the key," said Bryant Evans, investment advisor and portfolio manager at Cozad Asset Management, in Champaign, Illinois.

The market's gains were fairly broad. The S&P financial index <.gspf> rose 0.6 percent, with shares of American Express up 1.9 percent at $57.49. The S&P consumer discretionary index <.gspd> climbed 0.8 percent, with shares of Amazon.com up 1.9 percent at $245.74. During the session, Amazon's stock hit a lifetime intraday high of $246.87.

The Dow Jones industrial average <.dji> rose 100.51 points, or 0.77 percent, to end at 13,157.97. The Standard & Poor's 500 Index <.spx> added 9.05 points, or 0.65 percent, to 1,411.13. The Nasdaq Composite Index <.ixic> gained 16.39 points, or 0.54 percent, to close at 3,069.79.

Volume was the second lowest for a full day this year, with 4.6 billion shares trading on the New York Stock Exchange, the Nasdaq and the Amex. The year-to-date average is 6.6 billion.

The Dow also broke a six-week string of gains, losing 0.9 percent for the week. The Nasdaq slipped 0.2 percent for the week after posting five weeks of gains.

In a letter to a congressional oversight panel on Friday, Bernanke said, "There is scope for further action by the Federal Reserve to ease financial conditions and strengthen the recovery.

Early in the day, the S&P 500 briefly fell below the 1,400 level following cautious comments from German Chancellor Angela Merkel about Greece staying in the euro zone.

It was the first time in two weeks that the benchmark S&P 500 had dipped below 1,400.

"Intermediate-term, weekly indicators, tracking one- to two-quarter shifts are not yet overbought and, in theory, have potential to carry equities higher into the fall," said Robert Sluymer, an analyst at RBC Capital Markets LLC, in New York.

Among gaining stocks, Supervalu shares jumped 10.9 percent to $2.35 as the U.S. grocery company's advisers sought potential buyers to bid for the entire business, even as several suitors have inquired about its individual parts, according to a Bloomberg report.

On the downside were shares of Autodesk , which slid 15.6 percent to $30.13. The stock was downgraded by various brokerages a day after the design software maker's quarterly results fell short of expectations for the first time in nearly two years.

On the data front, new orders for durable goods, which are long-lasting U.S. manufactured goods such as computers and aircraft, surged in July, even as declines in a gauge of planned business spending pointed to a slowing growth trend in manufacturing.

The mixed data added to the market's uncertainty on whether the Federal Reserve will act soon to bolster the economy.

UCI asks USADA to explain case against Armstrong

(AP Photo/Christophe Ena, File)

(AP) ? The International Cycling Union will wait for the U.S. Anti-Doping Agency to explain why Lance Armstrong should lose his seven Tour de France titles before commenting on the case.

The sport's governing body said Friday it expects USADA to submit documents "to the parties concerned," as the case threatens to wipe a cycling icon almost out of the record books.

"The UCI recognizes that USADA is reported as saying that it will strip Mr. Armstrong of all results from 1998 onwards in addition to imposing a lifetime ban from participating in any sport which recognizes the World Anti-Doping Code," the Switzerland-based organization said in a statement.

"As USADA has claimed jurisdiction in the case the UCI expects that it will issue a reasoned decision" explaining the action taken, the UCI said, adding that legal procedures obliged USADA to fulfill this demand in cases "where no hearing occurs."

Armstrong has chosen not to pursue an arbitration hearing where he could have fought charges brought by U.S. anti-doping officials that his teams doped when he won the Tour from 1999-2005.

The UCI and USADA have engaged in a turf war over who should prosecute allegations against Armstrong.

Armstrong disputes that USADA has power to re-write cycling results, and uncertainty remains over what role the ASO sports promotion company which organizes the Tour de France will have in the process.

Armstrong insisted his decision to decline arbitration was not an admission of guilt, but a refusal to enter a process he believes is unfair.

"Lance has never withdrawn from a fair fight in his life so his decision today underlines what an unjust process this has been," Johan Bruyneel, Armstrong's longtime coach, wrote on his personal website on Friday.

Still, USADA chief executive Travis Tygart said the UCI was "bound to recognize our decision and impose it" as a signatory to the World Anti-Doping Code.

USADA maintains that Armstrong used banned substances as far back as 1996, including the blood-booster EPO and steroids, as well as blood transfusions.

The agency also claims to have blood tests from 2009 and 2010 which were "fully consistent" with doping, at a time when Armstrong was monitored by the biological passport program run by the UCI.

USADA wants to annul all Armstrong's race results from August 1998. At the 2000 Sydney Olympics, he won a bronze medal in the road time trial.

The International Olympic Committee said Friday it will await decisions by the U.S. agency and UCI before taking any steps against the rider.

Even if Armstrong loses the legal battle, the UCI would still be able to regard him as its 1993 world champion in the men's road race in Oslo, Norway.

Time has run out for the two-state solution because of the unending and permanent Jewish colonization of Palestinian land. Although deep mistrust exists on both sides of the conflict, growing numbers of Palestinians and Israelis, Jews and Arabs are working together to forge a different, unified future. Progressive and realist ideas are at last gaining a foothold in the discourse, while those influenced by the colonial era have been discredited or abandoned. Whatever the political solution may be, Palestinian and Israeli lives are intertwined, enmeshed, irrevocably.

"After Zionism," published in 2012 by Saqi Books with editors Antony Loewenstein and Ahmed Moor, brings together some of the world s leading thinkers on the Middle East question to dissect the century-long conflict between Zionism and the Palestinians, and to explore possible forms of a one-state solution.

Time to open the gates for high school football

Richwoods has a new entrance to Endress Field located near the northwest corner of the school. The new entrance to Richwoods Stadium, complete with an arch and iron gates, is the cumulination of several years of fund-raising through the Buy a Block campaign and the school?s 12th-man club. It?s time to turn on the lights for some Friday night football. Here?s a look at what to expect as high schools open the 2012 football season.

MONMOUHT-ROSEVILLE: TWO PAIRS

The Monmouth-Roseville football team will be sporting new jerseys and helmets this year. Previously, M-R only wore silver pants, but when they ordered new Nike silver pants this season they also added navy pants to give the Titans options for Friday nights. The team has also painted their helmets, from a metallic Navy to a flat Navy, a color that has become more popular the last few season on the collegiate level.

CANTON: NEW LIGHTS

Things are certainly brighter in Canton, where Fahnestock Field this season has new lights.

?The first time they turned them on we thought we were on the sun,? Little Giants coach Justin Miller said.

School athletics director Jon Grzanich said the new lights were part of a life/health safety upgrade at Canton.

EL PASO-GRIDLEY: OFF THE GRID

The lights will be on at the high school football field in Gridley for the first time in eight years Friday night.

Electrical issues with the lights at El Paso, which has been the host of the Titans since the consolidation in 2004, has forced the team to make the seven-mile jaunt to Gridley this season for home games.

?It will be pretty sweet to get the Friday Night lights back at Gridley,? EP-G coach Stephen Rigsby said. ?People over there are really excited about it and our kids are pretty excited about the fact they get to play over there.?

Rigsby is a 1993 El Paso graduate and played against assistant coach Matt Jenkins, a 1994 Gridley grad.

?He?s my defensive coordinator, so that?s been fun too,? Rigsby said of Jenkins.

Renovation plans are still on the table for the field and updated track at El Paso, but final decisions on what those plans are and how long it will take are still to be determined.

FARMINGTON: NET GAIN

Farmers senior linebacker/running back Seth Bales connected on 23 of 25 extra points last year. So coach Casey Martin was so thrilled to have a decent kicker this season that the team purchased a kicking net for the first time in his seven years as head coach at Farmington.

FIELDCREST: NEWLY KNIGHTED

Fieldcrest redesigned its logo in conjunction with its 20th anniversary of the high school?s consolidations.

Former Knights student-athlete Will Wyss, a senior graphics art student at the University of Illinois, retooled the logo and the mascot. Several were created. Some feature a slicker font for the word Fieldcrest that incorporates swords into the ?F? and the ?T? of the school name, as well as a tweaked Knight. Football helmets will have the new ?F? on them.

?It?s a tremendous package. He did a super job,? Fieldcrest A.D. Dan Wieczorek said of Wyss, whose mother is an art teacher at the school.

LEWISTOWN: BRING THE NOISE

Shouts of ?First down, Indians? or ?Tackled by a tribe of Indians? will now be heard loud and clear from long-time public address announcer John Levingston at Lewistown High School football games.

The high school and grade school booster clubs both chipped in to purchase a $5,000 upgrade to the sound system that was installed in time for the Indians to host the Prairieland Conference boys track and field meet last spring.

?It really adds to our facility,? Lewistown athletics director Greg Bennett said. ?Our old sound system was older than the football field here is. I think they brought it over from the previous football field. We always made fun that our old speakers looked like the ones from the 4077th M*A*S*H during the Korean War.?

And now 22-year head coach Darren Winkler?s pre-game ritual might even be heard at the Journal Star office.

?Winkler plays his heavy metal death music before the games and you couldn?t hear his heavy metal death music,? Bennett said. ?It just sounded like cats fighting because the speakers couldn?t handle it. We?ll continue to upgrade it and add new speakers.?

EUREKA/ROANOKE-BENSON: COLLEGE PREP

The Eureka/Roanoke-Benson co-op might get more of a taste of the ?college life? than they may have wanted this season. Because of renovations to the high school field at Eureka High, E/R-B will play its first three ?home? games at Eureka College on Saturdays.

McCollum Field, home of the Hornets, is getting a face lift. A new eight-lane track is being installed and new bleachers and a new press box are being added. The new additions are scheduled to be in place by E/R-B?s homecoming Sept. 28 against Prairie Central.

Tack on a game at Illinois State?s Hancock Stadium against Normal U-High in Week 5 and the Hornets will play four of their first five games away from the Friday Night lights.

?It?s kind of a bummer, but not a lot of surprise. We were prepared for this,? E/R-B coach Brian Johnson said. ?I played at Eureka College for a year, so that will be fun.?

Johnson said the new track will now make the football field more centered, whereas the northwest corner of one end zone used to butt up against the track. A new drainage system will also be in place.

RICHWOODS: DARK KNIGHTS

Richwoods this season has changed from its tranditional white helmets with a green stripe and logo to green helmets with a white stripe and logo. As is the case with several teams around the area, the helmet?s base color has a matte finish.

?We?re still green and white with the shield and ?R? on the helmet, so I think it?s still traditional,? Richwoods coach Roland Brown said. ?Now, if we struggle out of the blocks I?ll get some cans of white spray paint and change them back myself.?

ELMWOOD/BRIMFIELD: CHECK THE BOARD

Thanks to the booster club, the Elmwood/Brimfield football team now has a new team-colored scoreboard at Whitney Field.

The black scoreboard in Elmwood, with orange outline and orange LED lights, came with a $13,500 price tag. And it was a welcome addition for Trojans coach Todd Hollis.

?Last year?s playoff game, we couldn?t see how much time was on the clock,? Hollis said of multiple burned out or faded bulbs. ?(The new scoreboard) looks really nice.?

Elmwood A.D. Phil Johnston noted the efforts of many.

?It has been a tremendous cooperation with volunteers in the community and the school district both,? Johnson said of helpers from both Brimfield and Elmwood joining in at the end of July to get the scoreboard ready. ?They?ve been outstanding in working together and using every way possible to make this better for the kids.?

MORTON: MAKEOVER

Morton has a new scoreboard, and refurbished visiting bleachers. The home locker room also got a makeover, with wooden, open-faced cubicles to replaced the old metal lockers.
