Romney faces scrutiny on aid in storm's wake

(AP) ? There's nothing like a natural disaster to test the depth of politicians' preference for small government.

And so it turns out that after after superstorm Sandy battered the East Coast, Mitt Romney is far more supportive of the government agency in charge of coordinating disaster relief. Only last year, as Romney hewed to the right while battling for the GOP nomination, he appeared to suggest in a debate that the Federal Emergency Management Agency should be shuttered and its responsibilities left to the states.

"Every time you have an occasion to take something from the federal government and send it back to the states, that's the right direction," Romney said at a debate last June. "And if you can go even further, and send it back to the private sector, that's even better."

Asked by moderator John King of CNN whether that would include disaster relief, Romney said: "We cannot afford to do those things without jeopardizing the future for our kids. It is simply immoral, in my view, for us to continue to rack up larger and larger debts and pass them on to our kids."

Now, a week before Election Day, after of a massive disaster, Romney's campaign is reassuring voters that his administration wouldn't leave disaster victims in the lurch. The public's attention is locked on the devastation caused by Sandy at a time when Romney and President Barack Obama are locked in a close presidential campaign. With Obama heavily involved in getting federal funds to those in trouble, the Romney campaign moved quickly to reassure the public it supports a strong program of storm relief.

"I believe that FEMA plays a key role in working with states and localities to prepare for and respond to natural disasters," Romney said in a statement supplied by his campaign Wednesday. "As president, I will ensure FEMA has the funding it needs to fulfill its mission, while directing maximum resources to the first responders who work tirelessly to help those in need, because states and localities are in the best position to get aid to the individuals and communities affected by natural disasters."

Wednesday's statement came after the candidate ducked a spate of opportunities Tuesday to personally clarify his position and the statement essentially endorsed the current disaster aid system.

But what the campaign wouldn't do is say whether a President Romney would insist that help for disaster victims be funded by cutting other programs in the federal budget, as many conservative Republicans insist.

Running mate Paul Ryan is squarely on the side of cutting other spending to pay for disasters. Earlier this year, he tried but failed to scrap a new system, established in the 2011 debt ceiling-deficit cuts deal, that boosts disaster spending and budgets help for victims of hurricanes, tornadoes and floods before they occur. House leaders rebuffed him, siding with Appropriations Committee members of both parties who like the new system.

What Ryan proposed is that when disaster strikes, lawmakers first scour the rest of the budget for savings to pay for rebuilding homes, roads and schools and helping small businesses.

That's easier said than done, especially since it can mean delays in getting aid out the door. Disasters like Hurricane Katrina ? and perhaps Sandy ? can prove so costly that it's difficult to find cuts in other programs big enough to pay for the aid.

As has been shown time after time ? especially as tornadoes and hurricanes rip through politically conservative states ? even the sturdiest tea party supporters become fans of government when it's doling out money to storm victims for motel rooms and other temporary housing or helping with house repairs.

That role fell Tuesday to New Jersey GOP Gov. Chris Christie, who was effusive in his praise for Obama and the federal government's initial response.

"The president has been outstanding in this and so have the folks at FEMA," Christie said on NBC's "Today."

It'll take several weeks to come up with damage cost estimates to determine whether FEMA's main disaster account will need more money.

FEMA has enough cash available to deal with immediate disaster relief, almost $8 billion, thanks to a six-month government funding bill passed in September and the new disaster financing system.

    Prevent Pedestrian v. Car Accidents This Halloween - NOYES ...

    PumpkinHalloween should be fun, but we cannot ignore the accidents that happen on Halloween night. According to U.S. Census data, there are about 41 million potential trick-or-treaters between the ages of 5 and 14. Add that statistic to the fact that in 2010, 41 percent of all highway fatalities across the nation on Halloween night (6 p.m. Oct. 31 to 5:59 a.m. Nov. 1) involved a driver or a motorcycle rider with a BAC of .08 or higher, Halloween night requires added attention to safety to all those walking from house to house.

    According to statistics from the U.S. Department of Transportation, in four out of six years between 2006 and 2010, more pedestrians under the age of 21 were killed by cars on Oct. 31 than on Oct. 30 or Nov. 1. Taking steps now and remembering them on Halloween night can prevent a pedestrian vs. car accident.

    Here a few tips to reduce car v. pedestrian accidents this Halloween:

    5. Take out the headphones and no texting and walking especially when crossing the road.

    7.? Many car accidents happen when a vehicle is pulling out of a driveway so kids should always look for cars when walking by a driveway.

    Halloween trick-or-treaters need to be careful, but so do drivers. Drivers need to know that kids will be out of the streets looking for candy and not looking for cars. Avoid a car accident with a child by increasing your look-out for pedestrians. A few extra seconds could prevent a pedestrian vs. car accident.

    Internet Radio Organizes Fight for Lower Web Royalties - Out Adwords

    Internet radio services like Pandora may be popular, but they haven't been profitable, largely because of crippling music royalties. Hoping to turn around a lousy business model, Pandora and Clear Channel?along with 11 other Internet radio companies and trade associations?have formed the Internet Radio Fairness Coalition.

    The group is putting its muscle behind a new law introduced last month that would reset rates for streaming music on the Internet. Introduced by Reps. Jason Chaffetz (R-Utah), Jared Polis (D-Co.), Darrell Issa (R-Calif.), Zoe Lofgren (D-Calif.) in the House and Sen. Ron Wyden (D-Ore.) in the Senate, the Internet Radio Fairness Act of 2012 would require the government's Copyright Royalty Board to set the royalty rates per song for Internet radio equal to the lower rates paid by cable and satellite services.

    Pandora has led the fight for the bill. Because of the current fee structure, Pandora shells out 50 percent of its revenue to performance fees for artists and labels. In comparison, Sirius XM pays less than 10 percent of its total revenue in royalties.

    ?Congress has made decisions about radio and copyright law in a piecemeal and isolated manner; as each new form of radio transmission was invented, new legislation was passed, but only to address the new form,? Pandora's founder Tim Westergren told the House Subcommittee on Communications and Technology in a June hearing on the future of audio. ?The effect has been to penalize new media and advantage old media when setting the rules for music royalties.?

    Able to leverage its terrestrial radio stations to negotiate a better deal with two labels for its iHeartRadio digital service, Clear Channel earlier this year became the first terrestrial radio group to pay music royalties, all to get a better deal for its iHeartRadio digital radio service. For Clear Channel, a company that sees its future in digital, the deal was worth it.

    "We believe that market-based solutions are the way to go. But in the absence of these agreements, the CRB needs to have and consider more relevant information so they are better able to develop a rate structure that will lead to a healthy, sustainable Internet radio marketplace," said Bob Pittman, the CEO of Clear Channel, in a statement.

    The coalition will be facing tough lobbying opposition from record labels and the Recording Industry Association of America, which would rather cable and satellite be brought in line with the higher rates the Internet radio services are paying. They support a bill introduced earlier this year by Rep. Jerrold Nadler (D-N.Y.)

    Ironically, the new coalition may be getting at least lukewarm support from the terrestrial radio business, even though the Chaffetz bill would require stations to begin paying music royalty fees. Stopping short of a full endorsement of the bill, the National Association of Broadcasters said it supported "legislative efforts to establish fair webcast streaming rates." Even the terrestrial radio stations, unless they are owned by the biggest companies, don't stream their signals due to the prohibitive cost of webcast streaming fees.

    Time is running out this year for any bill to move in Congress, but that doesn't mean there won't be some chewing of the issues in a hearing, perhaps before the House Judiciary where Chaffetz is a member.?

    NYPD: Nanny stabs 2 children to death in NYC home

    A New York City nanny is accused of killing two young children in her care. NBC's Mara Schiavocampo reports.

    NEW YORK --?An Upper West Side nanny stabbed a 2-year-old boy and 6-year-old girl to death inside their apartment Thursday afternoon before cutting her own throat, police said.?

    Police Commissioner Ray Kelly said the children's mother, Marina Krim, returned to her West 75th Street home after a swimming lesson with a third child, a 3-year-old girl.

    The apartment was dark when Krim and her daughter entered, and Krim went to look for her two other children, said Kelly.

    "She goes downstairs to the lobby, assuming the nanny may have gone out with the children," Kelly told reporters in a briefing Thursday night. "She asks the doorman if in fact they have gone out, and he says 'No.' She goes back up, the apartment is dark, and she goes into the bathroom."

    That's where she discovered her two children, Lucia and Leo, stabbed in the bathtub, Kelly said.

    The nanny was on the floor of the bathroom with self-inflicted stab wounds to her throat. A kitchen knife was nearby.

    Neighbors said they heard the mother's screams from her apartment as she called 911. After police arrived, a neighbor said the mother remained in the building's lobby, screaming hysterically and clutching her surviving child.?

    "There was some kind of screaming about, 'You slit her throat!'" said music therapist Rima Starr, who lives on the same floor.

    The 50-year-old nanny is in custody. She was hospitalized in critical condition.?

    Kelly said the nanny has been in the U.S. for 10 years and worked for the family for two years; she was referred by another family. Police are not aware of a history of mental illness.

    Investigators are searching her Washington?Heights apartment and belongings for clues to what happened. A?law enforcement official tells NBC 4 New York that the nanny has a son who attends private school in the Bronx and that relatives told detectives the nanny may have been under some financial pressure recently to make his tuition payments.

    But the son told detectives that he's had no other issues with his mother, who he told them was "pretty strict," the official said.

    The children's father,?Kevin Krim, an executive at CNBC, was out of town and was met by police at the airport. Mark Hoffman, president of CNBC, said in a statement that "there are simply no words to convey the magnitude of this tragedy."

    "What we can do is come together to express our unwavering support for a friend in need,"?Hoffman said.

    The mother's blog, called Life with the Little Krim Kids, portrays a devoted mother who adores her children, and is charmed by their daily observations and latest tricks. It is filled with family pictures and the children happily posing together.

    In a February entry, Krim writes about visiting their nanny's family in the Dominican Republic. She refers to the woman as Josie; it's not clear if it's the same nanny found wounded Thursday.

    "We met Josie's amazing familia!!! And the Dominican Republic is a wonderful country!!" she wrote.

    Neighbors left flowers at the front door of the building on Friday and parents said they were devastated to hear about the children's deaths.

    "You rely on other people to help you,"?said Rachel Cedar, an Upper West Side mom. "You have to believe in the best in people and you have to believe they love your children just as much as you do. It's a betrayal.?It's very, very scary."

    In Syria, Sunni rebels besiege Shiite villages

    BEYANON, Syria (AP) ? Anyone who tries to slip out of the Shiite villages of Zahraa and Nubl is risking his life. Sunni rebel snipers stand ready to gun down anyone who dares. Roads are blocked with barricades and checkpoints.

    For more than three months, Syria's rebels have imposed a smothering siege on the villages, home to around 35,000 people, maintaining they are a den of pro-regime gunmen responsible for killing and kidnapping Sunnis from nearby towns.

    The bitterness and reprisals between neighbors illustrate how the civil war has torn apart the longtime coexistence among ethnic and religious groups in Syria. And it points to the perils of sectarian divisions that lie ahead for the nation of 21 million as the war worsens.

    Zahraa and Nubl make up a small pocket of Shiites, mostly regime loyalists, in this overwhelmingly Sunni region in the northern countryside of Aleppo province. The siege has its roots in months of tensions since the Sunni-led revolt against President Bashar Assad began in March 2011. Sunnis in the area say pro-regime gunmen, known as Shabiha, operated from the two villages, attacking nearby towns as they rose up against Assad.

    The violence fueled a cycle of tit-for-tat killings and kidnappings and tore apart the social fabric between the sects.

    Then in July, rebels overwhelmed most of Aleppo province, driving out government forces and taking control of the region's towns and villages. The tables were turned: Many Assad loyalists fled to Zahraa and Nubl for refuge, and the rebels clamped down their siege, seeking revenge.

    Perhaps more than anyone, Bashar al-Hajji feels the impact of the rift. A native of Beyanon, a Sunni village of 5,000 across the main north-south highway from Zahraa and Nubl, he's the only Sunni in town who's married to a Shiite. His wife of five years is from Zahraa.

    "I am caught between the two sides," said al-Hajji, a 28-year-old mechanic who is not just Sunni but follows the sect's most conservative school, Salafism.

    His wife's family shuns him and is persistently telling her to leave him and come home to Zahraa.

    "They know that I am a Salafi, and they think it is permitted for me to kill Shiites," said al-Hajji, sitting in the yard of the family's home in Beyanon.

    "Well, if this is the case, I don't have to go far to kill one," he said, nodding toward his house.

    Al-Hajji limps from a gunshot wound he suffered in February, when a gang of Shiites from Zahraa beat and kidnapped him.

    "Only when my family and others kidnapped about 20 of their own and threatened to kill them was I released," he said. He showed a photograph taken after his release, his face bruised and a deep cut across his cheek.

    He pointed to a neighborhood of Zahraa in the distance and said it had been home to pro-regime snipers and machine gun nests that shot at "everything that moves" in Beyanon.

    "They killed and wounded so many of us, we had to block the road," he said.

    A friend, Khaled Mohammed Saraj, a 29-year-old carpenter, was kidnapped by Shiites in July while driving near Zahraa at 6 a.m.

    "They kept me in an underground room for six days," recounted the father of two. Three others were also held there, he said, though their captors did not abuse them. They were eventually released in a prisoner exchange.

    Now dirt mounds ? and in some cases slabs of limestone ? block the roads leading into Zahraa and Nubl. Rebels have set up checkpoints, and snipers are positioned in empty buildings. Zahraa has its own snipers, on a hill overlooking the road, and they open fire on anyone they see trying to get into the village, fearful of rebel attacks. The barricades were the closest The Associated Press was able to get to the two villages.

    In the distance, Syria's national flag ? now the symbol of Assad's regime ? was flying from a water tower in Zahraa, unlike the rebel flags raised in Sunni towns. The Shiites in Zahraa and Nubl are coping with the siege by relying on supplies from a friendly Kurdish village on the other side. But they cannot venture further than that for fear of being killed or kidnapped. Government helicopters land there twice a day, bringing in supplies.

    For Beyanon and a cluster of nearby Sunni villages ? Hayan, Retan, Haritan and Mayer ? the feud means they can no longer go into the two larger Shiite villages, or have access to their restaurants, better-stocked grocery stores, mechanics and doctors. The two villages have the area's only high school, along with a vocational institute.

    "Our villages are poor. Zahraa and Nubl are rich and have so much that we don't have," said al-Hajji, one of six siblings born to a retired military man with 30 years of service in the air force as an aircraft mechanic.

    The tears in the social fabric are nationwide. Syria's multiple sects, religions and ethnicities long coexisted ? not always completely in tune, but usually more harmoniously than in neighboring Lebanon. The country is predominantly Sunni Muslim, while Shiites make up a tiny proportion, less than 5 percent, though exact numbers are not known.

    The most serious split is between Sunnis and Alawites, an offshoot sect of Shiism that makes up about 15 percent of the population and dominates Assad's regime. Assad and his family are Alawites and elevated their community to top military and government positions.

    Like the Alawites, Syria's small Shiite community has largely sided with Assad's regime, as has the small Christian minority, which fears the rise of Sunni fundamentalists if Assad falls.

    "Syria has sustained sectarian scars that will simply take a long time to heal," said Loai Hussein, an opposition political activist. "There has been a great deal of polarization, some of which is encouraged by neighboring countries."

    There have been countless cases of tit-for-tat slayings between Sunnis and Alawites or Shiites across much of the country. In the main cities, mixed Alawite-Sunni neighborhoods are fast disappearing, as residents of one sect are driven out by the other or flee to areas where their community is the majority.

    In neighboring Idlib province, which has been the scene of heavy fighting, a Shiite leader from the village of Kifaraya said his son-in-law was kidnapped seven months ago by Sunnis.

    "I hope it is all part of the war and that it will go away when it is over and we can live together again in peace," said Abu Abdullah Hassaneh. "I am not pointing an accusing finger at anyone. It is haram (religiously prohibited) to do so."

    In a wider context, Syria's sectarian fault lines reflect a divide in the region. Shiite powerhouses Iran and Hezbollah have backed Syria, while Sunni Egypt, Saudi Arabia and their smaller Arab allies have aided the rebels and called on Assad to step down. Syria's rebels accuse Hezbollah guerrillas and Iraqi Shiite hard-liners of fighting alongside Assad's forces, though they offer no proof.

    While Syrian opposition politicians in exile speak of inclusion and equality in a post-Assad Syria, the Sunni rebels on the ground bitterly talk of the need to exact retribution against Alawites they say victimized them for decades.

    Al-Hajji and fighters of the rebel Free Syrian Army insist they will lift the siege on Zahraa and Nubl if the government forces and Shabiha surrender.

    But their desire for vengeance shows through. They say the Shiite villagers are doing more than providing sanctuary for the regime loyalists and accuse them of taking part in kidnappings and sniping at Sunnis.

    Al-Hajji's wife's brother was wounded in a recent firefight with Sunnis, he said, but her family said nothing of his injury. They are also evasive when she asks them about conditions in the two villages.

    Al-Hajji's 62-year-old father, Abdou al-Hajji, adopts a conciliatory tone when speaking about the divides. He notes how Sunnis "embraced" Shiites who fled Lebanon during Hezbollah's war with Israel in 2006.

    "We have long lived in peace alongside the Shiites," the elder al-Hajji said. "We shared joy in weddings and grief in funerals."

    Group: Libya militias 'executed' Gadhafi loyalists

    CAIRO (AP) ? Libyan rebels appear to have "summarily executed" scores of fighters loyal to Moammar Gadhafi, and probably the dictator himself, when they overran his hometown a year ago, a human rights group said Wednesday.

    The report by Human Rights Watch on alleged rebel abuses that followed the October 2011 capture of the city of Sirte in the final major battle of the eight-month civil war is one of the most detailed descriptions of what the group says were war crimes committed by the militias that toppled Gadhafi, and which still play a major role in Libyan politics today.

    The 50-page report, titled "Death of a Dictator: Bloody Vengeance in Sirte," details the last hours of Gadhafi's life on Oct. 20, 2011, when he tried to flee the besieged city. The longtime leader's convoy was struck by NATO aircraft as it tried to escape and the survivors were attacked by militias from the city of Misrata, who captured and disarmed the dictator and his entourage.

    Misrata was subjected to a brutal weeks-long siege by Gadhafi's forces that killed hundreds of residents, and fighters from the city became among the regime's most implacable foes. HRW says it seems the Misratans took revenge against their prisoners in Sirte.

    "The evidence suggests that opposition militias summarily executed at least 66 captured members of Gadhafi's convoy in Sirte," said Peter Bouckaert, emergencies director at Human Rights Watch.

    The New York-based group's report says that new evidence unearthed in its investigation includes a mobile phone video clip taken by militiamen showing a large number of prisoners from Gadhafi's convoy being cursed and abused by rebels.

    The remains of least 17 of the detainees in the phone video were later identified in a group of 66 bodies found at Sirte's Mahari hotel, some still with their hands tied behind their back. Human Rights Watch said it used hospital morgue photos to confirm the victims' identities.

    The dictator himself was seen alive in a widely-circulated video made public shortly after the battle.

    "Video footage shows that Moammar Gadhafi was captured alive but bleeding heavily from a head wound," the HRW report says. But footage showed that he was "severely beaten by opposition forces, stabbed with bayonet in his buttocks, causing more injuries, and bleeding. By the time he is filmed being loaded into an ambulance half-naked, he appears lifeless."

    Bouckaert said the group's "findings call into question the assertion by Libyan authorities that Moammar Gadhafi was killed in crossfire and not after his capture."

    Gadhafi's son Muatassim was also videotaped alive and in captivity, only to have his body turn up at a morgue in Misrata alongside his father's.

    "In case after case we investigated, the individuals had been videotaped alive by the opposition fighters who held them and then found dead hours later," Bouckaert said. "Our strongest evidence for these executions comes from the footage filmed by the opposition forces and the physical evidence at the Mahari hotel where the 66 bodies were found."

    Another victim cited by HRW as an example was 29-year-old Ahmed al-Gharyani, a navy recruit from the town of Tawergha. He was seen alive in the phone video as rebels beat him. His body was later found in the hotel and eventually identified by his family.

    His hometown, Tawergha, was used as a staging ground by Gadhafi's forces to launch attacks on Misrata, but after rebels broke the siege on Misrata and overran Tawergha, the town's residents fled or were driven out by vengeful rebels.

    Suleiman al-Fortia, a member of the dissolved National Transitional Council from Misrata, denied that Gadhafi or his loyalists were executed. "We hoped to arrest Gadhafi alive (to try him). All the killings took place in a crossfire," he said.

    But HRW said that "under the laws of war, the killing of captured combatants is a war crime, and Libyan civilian and military authorities have an obligation to investigate war crimes and other violations of international humanitarian law."

    The group released its report days before Libya celebrates "liberation day," the anniversary of Sirte's fall on Oct. 23. Since then, the country's new leaders have heavily depended on former rebel militias to secure cities and protect borders in the absence of a strong national army or other government security forces.

    Calls for militias to be brought under the control of the defense or interior ministries have met resistance from some fighters.

    Meanwhile, some groups have been implicated in revenge attacks and communal strife, while members of one Islamist militia have been accused of taking part in the attack on the U.S. Consulate in the eastern city Benghazi on Sept. 11 that killed four Americans, including U.S. Ambassador to Libya Chris Stevens.

    In the aftermath of Stevens' death, popular resentment surged and thousands took to the streets of Benghazi demanding the dismantlement of the militias. The government has taken over some militia headquarters and appointed military officers to run the groups, and designated some "outlawed" and others "tolerated."

    Antidepressants linked to increased risk of stroke, but risk is low, study finds

    ScienceDaily (Oct. 17, 2012) ? Research shows that use of popular antidepressants is linked to an increased risk of some strokes caused by bleeding in the brain, but that the risk is low, according to a multi-study analysis published in the October 17, 2012, online issue of Neurology?, the medical journal of the American Academy of Neurology.

    For the research, scientists analyzed all of the studies that have looked at antidepressant use and stroke, which included 16 studies with more than 500,000 total participants. They found that people taking selective serotonin reuptake inhibitors (SSRIs), which are the most commonly used antidepressants, were 50 percent more likely to have an intracranial hemorrhage than those not taking the antidepressants and about 40 percent more likely to have an intracerebral hemorrhage.

    But study author Daniel G. Hackam, MD, PhD, FRCPC, of Western University in London, Ontario, said the findings should be viewed with caution. "Because these types of strokes are very rare, the actual increased risk for the average person is very low," he said.

    An estimated 24.6 of these strokes occur per 100,000 people per year. According to the research, the use of SSRIs would increase the risk by one additional stroke per 10,000 people per year.

    "Overall, these results should not deter anyone from taking an SSRI when it is needed," Hackam said. "In general these drugs are safe, and obviously there are risks to having depression go untreated. But doctors might consider other types of antidepressants for people who already have risk factors for these types of strokes, such as those taking blood thinners, people who have had similar strokes already or those with severe alcohol abuse."

    Cops: Huge 'bomb' in Federal Reserve plot was fake

    The FBI has arrested a 21-year-old man from Bangladesh who was riding in a van carrying a powerful bomb meant for the Federal Reserve in Manhattan. Federal agents say the suspect came to the U.S. in January on a student visa. NBC's Pete Williams reports.

    Updated at 8 p.m. ET: NEW YORK -?A suspected terrorist parked a van packed with what he thought was a 1,000-pound bomb next to the Federal Reserve building in Lower Manhattan and tried to detonate it Wednesday morning before he was arrested in a terror sting operation, authorities said.

    The suspect, 21-year-old Quazi Mohammad Rezwanul Ahsan Nafis, is a Bangladeshi national who came to the U.S. on a student visa in January for the specific purpose of launching a terror attack here, authorities said. He allegedly told an undercover agent last month that he hoped the attack would disrupt the presidential election, saying "You know what, this election might even stop," according to the criminal complaint against him.

    "He clearly had the intent of creating mayhem here," Police Commissioner Ray Kelly told reporters Wednesday, saying his actions went "way past aspirational."?

    The complaint said Nafis wrote a statement claiming responsibility for what he thought would be the Fed attack, saying he wanted to "destroy America" by going after its economy. He referred to "our beloved Sheikh Osama bin Laden" in the statement, which was stored on a thumb drive.

    He also proposed various other targets beyond the Fed building at 33 Liberty St., just blocks from the World Trade Center site, prosecutors said. He considered targeting a "high-ranking U.S. official"?as well as the New York Stock Exchange.

    Kelly said he knew who the official was but refused to name the person, saying only that any details not in the complaint would be revealed in future court proceedings.

    Nafis, who lives in Jamaica, Queens, attended Southeast Missouri State University for a semester, studying cybersecurity as a sophomore from January through May 2012, a school spokesman said. He sought a?transfer to a New York City ESL program and left Missouri after the spring, according to a law enforcement official.?

    He allegedly sought out al-Qaida contacts to help him, unknowingly recruiting an FBI?source in the process. At that point, the FBI and NYPD began monitoring him as he developed the plot, prosecutors said.

    An undercover FBI agent posed as an al-Qaida facilitator, supplying him with 20 50-pound bags of what he thought were explosives to use in building his bomb. Nafis also visited the Lower?Manhattan site multiple times as he planned the attack, officials said.

    The complaint said he told an agent in July that he wanted "something very big ... that will shake the whole country."

    Prosecutors say Nafis met the agent Wednesday morning and put the bomb inside a van before driving to the Fed building, assembling the detonator while he drove.

    The pair parked the van by the Fed, got out and walked to a hotel, where Nafis covered his face, put on sunglasses and recorded a video statement he meant to be released after the attack. He then tried to detonate the bomb through a cell phone detonator, officials said.

    Law enforcement officials stress that the plot was a sting operation monitored by the FBI, Homeland Security and NYPD and the public was never at risk. The materials he believed were explosives had been rendered inoperable, officials said.?

    Nafis was charged with attempting to use a weapon of mass destruction and attempting to provide material support to al-Qaida. His attorney declined comment after a court appearance.

    "Attempting to destroy a landmark building and kill or maim untold numbers of innocent bystanders is about as serious as the imagination can conjure, " said Mary Galligan, FBI?acting assistant director in charge.

    ?The defendant came to this country intent on conducting a terrorist attack on U.S. soil and worked with single-minded determination to carry out his plan," said U.S. Attorney Loretta Lynch. "The defendant thought he was striking a blow to the American economy. He thought he was directing confederates and fellow believers. At every turn, he was wrong, and his extensive efforts to strike at the heart of the nation?s financial system were foiled by effective law enforcement.??

    We’ve just reached the final expiration date of the Google Wallet prepaid card.

    Google announced the end of its early payment experiment just last month, and has started phasing out the card today, as promised. It set a relatively near cut-off date of Sept. 17 where people would not be able to add funds to their cards, so that service has been unavailable for a full month already.

    The card itself expires today, so users won’t be able to use them any longer. Refunds on existing balances can be requested from today, however.

    The move comes at a time where Google is moving quickly to pack in more compatibility with credit and debit cards in Google Wallet. The prepaid option was a stopgap allowing early adopters to add funds to the Google Wallet app, which previously only supported Citi’s MasterCard.

    This is only going to affect users in the US, as the app has not been made available to users in other regions.

    On October 2, the School of Social and Behavioral Sciences, a school of the New College of Interdisciplinary Arts & Sciences, presented ASU West?s campus with a debate over the topic of economic inequality in the government. The event was free to the public, and offered students and residents of the surrounding community a chance to get insight on the topic from professionals on the topic.

    The motion for the debate was that ?the government has no place in reducing economic inequality.? Moderated by Nadine Arroyo Rodriguez, Latin affairs reporter for KJZZ/National Public Radio Arizona, the debate offered new vision and insight on the topic. This issue is becoming very prominent in our current society, especially with the current presidential election. Amit Ron, a political scientist and assistant professor at the School of Social and Behavioral Sciences said that the schools is ?committed to engagement of civil discourse and conversation intended to enhance understanding of critical issues,? and that ?as the election approaches, we are pleased to offer the public the chance to hear a thoughtful debate about the proper role of government in our society.?

    The two professionals arguing for the case were Dean Martin and William Boyes. Martin is an Arizona business owner, and former state treasurer and legislator. Boyes is an emeritus professor of economics from Arizona State?s top ranked W.P. Carey School of Business. He has received many awards throughout his career in business and economics, and has served as a consultant to the Commerce Department of the White House, among other institutions.

    Arguing against the case were Dana Naimark and Lane Kenworthy. Naimark currently serves as President and CEO of Children?s Action Alliance, an organization that ?seeks to influence policies and decisions affecting the lives of Arizona children and their families? on issues such as inequality. Naimark?s career history includes 19 years at CAA where she has been ?conducting analysis, raising awareness, and lobbying the state legislature on a wide variety of policy issues that affect parents and children.? Kenworthy is a sociology and political science professor at the University of Arizona, who has written numerous works on his subjects.

    All four of the presenters appealed to their college-based audience in various ways. Those arguing for the motion used analogies that college students could understand and relate to, such as golf and football. While those arguing against the motion discussed history and the future. Naimark discussed the impact children have on the future, and even discussed a generalized transition into college, something much of the audience was all too familiar with.

    Overall, both sides presented their points in clear and concise ways, but the debate failed to meet the expectations of many students who found it bland and were hoping for something more extensive.
