Cockroaches (Blattodea) are an insect order remarkable in their biodiversity and distribution, with more than 4500 species known and great geographical reach. Cockroach fossils date back around 400 million years, which testifies to their great adaptability and endurance that puts them among the planet's great survivors.

The cockroach genus Pseudophoraspism has has been reported from China for the first time thanks to the discovery of three new species: Pseudophoraspis clavellata, Pseudophoraspis recurvata and Pseudophoraspis incurvata, alongside the first regional record of three already described ones. They belong to the cockroach family Blaberidae, known also as giant cockroaches. The study was published in the open access journal ZooKeys.

Although the adults of the newly described species can reach a size of around 3 cm in length, they are still some of the smallest representatives in the family. For comparison, the females of the largest species known, Blaberus giganteus, can reach up to 10 cm in length. The heaviest species, Macropanesthia rhinoceros, also known as the rhinoceros cockroach, reaches only around 8 cm but can weigh remarkable 35 grams.

All of the known species of the genus Pseudophoraspis, to which the three newly described ones belong, were reported from Southeast Asia and South Asia, with Vietnam considered the north boundary of their territory. This new record of three already known species, and three newly discovered ones in China's provinces Hainan, Yunnan and Guangxi, however, considerably expands the reach of the genus to the North.

One of the authors, Dr. Zongqing Wang from the Institute of Entomology, Southwest University, China comments: "All of the known species were reported from Southeast Asia and South Asia, and the previously known boundary of this genus would be Vietnam. We found three new species from China, located in Hainan, Yunnan and Guangxi Provinces respectively, which extends the range of the genus Pseudophoraspis northward."

N.H. Lawmaker Says Some People Might 'Like Being In Abusive ...

Speaking out in support of a bill that would shift the penalty for simple assault from a misdemeanor crime to a violation-level offense in certain cases, a Republican legislator in New Hampshire on Tuesday suggested that "a lot of people like being in abusive relationships."

The argument was floated by state Rep. Mark Warden (R), one of only four members of the Criminal Justice and Public Safety Committee to vote in favor of the bill, which drew opposition from both law enforcement and domestic violence groups alike. By a 16-4 margin, the panel voted to recommend that the full state House shoot down the bill.

"Some people could make the argument that a lot of people like being in abusive relationships," Warden said during a meeting held by the committee. "It's a love-hate relationship. It's very, very common for people to stick around with somebody they love who also abuses him or her."

He continued, "Is the solution to those kind of dysfunctional relationships going to be more government, another law? I tend to say no. People are always free to leave."

The remark was caught on camera by the liberal advocacy group Granite State Progress and released on Wednesday afternoon.

Warden refused to address the remarks later on Tuesday.

"I'm sure it was taken out of context, but that's all Im going to say about it," Warden said, according to the Concord Monitor.

Warden could not be immediately reached by TPM for comment.

The vote will take place in a country deeply divided between Islamist parties that have come out on top in all elections held since Hosni Mubarak was ousted in 2011 and a more secular-minded opposition that has struggled to get organized.

The Islamist-led administration hopes the election of the new parliament will help stabilize Egypt so an economy in deep crisis can start to recover from spasms of unrest and violence that have punctuated the transition.

The new parliament will convene on July 6, according to a decree issued by Mursi just before midnight. Earlier in the day the Shura Council, the upper house of parliament, adopted an electoral law as amended by the Constitutional Court, clearing the way for Mursi to set the date for the lower house election.

Under the new Egyptian constitution adopted in December, Mursi must secure parliament's approval for his choice of prime minister, giving the chamber more power than it had under Mubarak, when it was no more than a rubber stamp.

The Freedom and Justice Party, the political arm of the Muslim Brotherhood, has said it will seek an outright majority in the election.

Each stage of the vote will comprise an initial two days of voting, with a further two days of voting slated for run-offs for closely contested seats. Mohamed Gadallah, a legal adviser to Mursi, had earlier said the voting would begin on April 28.

The vote would be held in phases in different regions because of a shortage of poll supervisors. The last lower house election, which was won by Islamists, lasted from late November 2011 until January the following year.

Mursi had been expected to ratify the electoral law by February 25. The lower house was dissolved last year after the court ruled the original law used to elect it was unfair.

On Monday the Constitutional Court demanded changes to five articles of the revised electoral law. The Shura Council accepted this ruling and adopted the legislation without a vote on Thursday.

"The decision of the Constitutional Court is binding and we have no right to vote on it. It must be carried out," said Ahmed Fahmy, the Council's speaker.

The new law bars members of parliament from changing their political affiliation once elected. Under ousted president Hosni Mubarak, independents were often cajoled into joining the ruling National Democratic Party (NDP), which monopolized parliament and political life before the 2011 revolution.

The law also stipulates that one third of the lower house should be designated for independents and bans former members of the now defunct NDP from participating in politics for at least 10 years.

Donovan speaks publicly for 1st time in?2 months

Ah, citizen journalism. It can change the world, as we know.

Clearly, Landon Donovan?s words spoken to a USC business class Wednesday are not somehow historic in the way, say, the citizen journalist?s pictures that showed Rodney King?s brutal beating were, or the vital chronicles of the Arab Spring.

But for soccer supporters, this represents the first we?ve heard from Donovan since the moments after his LA Galaxy won MLS Cup last December.

Donovan appeared in a regular University of Southern California forum called ?The Competitive Edge.?? A student identified on Twitter as Jesse Xiao went to the social media forum to alert the world that, among other things, Donovan did want to get back into the national team.

Have a nice day, Jurgen Klinsmann! That should put a little more pep in his step.

Donovan has taken time off since MLS Cup; he recently announced through the Galaxy a return to the MLS club set for late March.

U.S. releases list of health benefits insurers must offer

WASHINGTON (Reuters) - The Obama administration on Wednesday issued its long-awaited final rule on essential health benefits that insurers must offer consumers in the individual and small-group market beginning in 2014 under the healthcare reform law.

A cornerstone of President Barack Obama's plan to enhance the breadth of healthcare coverage in the United States, the mandate allows the 50 U.S. states a role in identifying benefit requirements and grants insurers a phased-in accreditation process for plans sold on federal healthcare exchanges.

Wednesday's rule included few changes from previous administration proposals, a fact that could help states and insurers as they prepare for new online state health insurance marketplaces, known as healthcare exchanges, scheduled to begin enrolling beneficiaries for federally subsidized coverage on October 1.

"The administration has been consistent in its approach to essential health benefits for more than a year, and that continued today. It's good news for states and insurers because it means they don't have to make any changes," said Ian Spatz, a senior healthcare adviser at the consulting firm Manatt Health Solutions.

The exchanges are expected to cover as many as 26 million people within 10 years and seem likely to dominate individual and small group insurance markets. Another 12 million people are expected to receive healthcare coverage through an expansion of the Medicaid program for the poor, according to the nonpartisan Congressional Budget Office.

Obama's Patient Protection and Affordable Care Act sets out 10 benefit categories that must be covered by most plans at the same level as a typical employer plan. The categories range from hospitalization, prescription drugs and maternity and newborn care.

Insurers including UnitedHealth Group Inc, Aetna Inc and Cigna Corp will use the government's final word on these required benefits as they design plans and set premium prices ahead of the exchange launches. They have each said they will sell plans on some of the exchanges, but have not yet committed to which ones.

UnitedHealth, the largest insurer, said it is still reviewing the new rule. The company said the exchange insurance plans will essentially be a new type of coverage.

"In the long term, we are expecting and preparing for an 'exchange' category of coverage to become established as a new benefit category between Medicaid and the traditional commercial benefits markets," spokesman Daryl Richard said.

The U.S. Department of Health and Human said the rule would mean greater access to mental health and substance abuse services by requiring parity with other healthcare benefits. HHS estimated that 62 million Americans would gain mental health coverage, an issue that has risen in importance after a string of mass shooting including last year's elementary school massacre in Newtown, Connecticut.

The final rule preserved the state role in determining how the requirements are met by selecting their own benchmarks from plans sold within their respective borders. Most states opted for their home market's largest small-group plan.

HHS kept to the benchmark rule despite objections from consumer groups who claimed that some of the selected plans were not comprehensive enough and argued for a single, uniform federal package.

But HHS officials found that maintaining states as primary regulators of state insurance markets would keep benefit offerings more in line with services typically offered through employer-sponsored plans in each state.

"The states continue to maintain their traditional role in defining the scope of insurance benefits and may exercise that authority by selecting a plan that reflects the benefit priorities of that state," HHS said in the rule.

The administration also gave insurers the chance to phase-in requirements for plans sold on federally facilitated exchanges and denied requests from groups that wanted to exempt low-cost community health plans and Medicaid managed-care plans from the accreditation process.

(AP) ? Reeva Steenkamp's coffin was draped in a white cloth and carried by six pallbearers at a private funeral Tuesday, just a few hours before Oscar Pistorius said in a court affidavit that he mistakenly killed his girlfriend by shooting her through a bathroom door.

Reeva's uncle, Mike Steenkamp, broke down crying after the cremation ceremony under gray skies in the family's hometown of Port Elizabeth, saying between sobs: "We are here as a family and there's only one thing missing and that's Reeva."

Family and friends gathered inside the white crematorium, which had a "Strictly Private" sign outside, to pay tribute to the law graduate, model and budding reality TV star.

Pistorius said in his affidavit he loved her as much as anyone. Prosecutors argue he intended to kill her.

Syrian rocket attack on Aleppo kills 20: activists

AMMAN (Reuters) - A Syrian army rocket attack on a rebel-held district in the city of Aleppo killed at least 20 people and another 25 were missing, opposition activists said on Tuesday.

The missile was identified from its remains as a Scud-type rocket that government forces have increasingly used in areas under opposition control in the province of Aleppo and in the province of Deir a-Zor to the east, they said.

"The rocket brought down three adjacent buildings in Jabal Badro district. The bodies are being dug up gradually. Some, including children, have died in hospitals," Mohammad Nour said by phone from Aleppo. He said testimony from survivors indicated that 25 people were still under the rubble.

Video footage showed dozens of people scouring the site for missing victims and inspecting the damage. A body was being pulled from under a collapsed concrete structure. At a nearby hospital, a baby said to have been dug out from under the wreckage was shown dying in the hands of doctors.

Abdeljabbar al-Akeidi, head of the rebel Aleppo Military Council in Syria's largest city and erstwhile commercial hub, was shown in video footage inspecting the scene.

Syrian opposition fighters have captured several army bases in Aleppo in the last two months, depriving the army of secure sites from which troops have been firing artillery at rebel-held districts of the city and surrounding rural areas.

Rocket salvoes over the last week have hit the towns of Tel Rifaat and Dar Izza in rural Aleppo, as well the eastern towns of Albu Kamal and Mou Hassan near the border with Iraq.

Abu Mujahed of the Sham News Network opposition group in Aleppo said that although rebels were present in Jabal Badro, the area on the city's eastern edge had little strategic value.

"Jabal Badro has been with the opposition for months and life was normal in the district. Shops were open and people were going to work," Abu Mujahed said. "Using a devastating weapon like a Scud aims to stir anger against the (rebel) Free Syrian Army and undermine its base of popular support."

Syria has been convulsed by an uprising and civil war for almost two years, with an estimated 70,000 people killed, and U.N. investigators say war crimes, including deliberate attacks on civilians, have been committed by both sides.

How US military plans to carry out Obama's 'pivot to Asia'

A US policy shift toward Asia means a greater role for the Navy. Even pre-'pivot to Asia,' it already stationed half its ships in the region, and it is developing a new 'afloat forward staging base' in the Pacific.

At Europe's premier security conference in Munich, Germany, this month, Mr. Carter took the opportunity to reassure concerned NATO allies, among others, that America's focus on Asia would not mean its abandonment of Europe.?Some US partners have been concerned that even the phrase "pivot to Asia" implies that the United States would be turning its back on Europe.

"Asia has no NATO, has not had a NATO, has had no way of knitting together countries and healing the wounds of the Second World War," he said, making the case for the shift.?"Europe is a source of security and not a consumer of security in today's world, fortunately," Carter said. While Asia has prospered for 70 years, "it's not automatic," he added. "And I think a central reason for that peace and prosperity has been the pivotal role of American military power in that part of the world."

It's a role that is slated to grow in the near term (even if John Kerry raised some questions during his Senate hearing to become secretary of State). Indeed, the US military is aiming both to strengthen relationships with rising economic partners in the region and to increasingly act as a counter to rivals for power ? most notably, China.

As outgoing Defense Secretary Leon Panetta has said, the Pentagon's strategic shift is being driven by a recognition that America's security in the 21st century "will be linked to the security and prosperity of Asia more than any other region on earth."

The shift has implications for the services, too, particularly as America's decade-long wars in Iraq and Afghanistan come to an end. The Army and Marine Corps have been the go-to branches during this time. Now it is the Navy to which the Pentagon will be increasingly turning.

Currently, half of the Navy's ships are stationed in the Asia-Pacific region. This helps the US build relationships in the region, as well as reassure allies, says Adm. Jonathan Greenert, chief of naval operations.

Even as the threat of defense cuts loomed, resulting in calls to decrease the size of the Navy's aircraft-carrier fleet from 11 to 10, Secretary Panetta pushed back, citing the need for a Navy "able to penetrate enemy defenses."

The Pentagon is also putting money into developing a new "afloat forward staging base" in the Pacific, which can be used for everything from counter-piracy to mine clearing to Special Operations Forces missions.

Perhaps most public is the move of 250 US Marines to Darwin, Australia, last April, with the promise of as many as 2,500 at any given time in the years to come. Also, some 85,000 US troops are currently stationed in South Korea and Japan.

President Obama called the new troop deployment to Australia "necessary to maintain the security architecture of the region." Further, he added, "This will allow us to be able to respond in a more timely fashion" and "to meet the demands of a lot of partners in the region."

At the same time, two veteran deficit hawks?Erskine Bowles and Alan Simpson?proposed their own new framework for deficit reduction aimed at replacing the sequester.

Simpson and Bowles, who chaired a 2010 White House deficit reduction panel, presented a?broad frameworkaimed at reducing the debt to ?below? 70 percent of Gross Domestic Product in 10 years. The debt/GDP ratio has become a favorite new target for both Democrats and Republicans though, naturally, they disagree on what it should be.

Many Democrats and some progressives want to aim for about?73 percent of GDP, which is what it is today. Many Republicans and other deficit hawks are shooting for about?60 percent, which was the upper bound of member state deficits set by the creators of the Eurozone (not that it?s done them much good). For context, the Congressional Budget Office?figures?that under the most likely fiscal scenario, the debt will approach 90 percent of GDP by 2022. ??

While discussing the contentious confirmation hearings for defense secretary nominee Chuck Hagel, things got a bit heated on Sunday's "Meet The Press" when Sen. John McCain referred to the lack of information from the White House surrounding the Sept. 11, 2012 attacks in Benghazi as a "massive cover-up."

"There are so many answers we don't know," McCain told host David Gregory. "We've had two movies about getting bin Laden and we don't even know who the people were who were evacuated from the consulate the day after the [Benghazi] attack. So there are many, many questions. So we've had a massive cover-up on the part of the administration."

Gregory then pressed McCain on what the Arizona senator meant by "a massive cover-up."

"I'm asking you, do you care whether four Americans died?" McCain said. "And shouldn't people be held accountable for the fact that four Americans died?"

"Well, what you said was the cover-up--a cover-up of what?" Gregory asked.

"Of the information concerning the deaths of four brave Americans," McCain replied. "The information has not been forthcoming. You obviously believe that it has. I know that it hasn't. And I'll be glad to send you a list of the questions that have not been answered, including 'What did the president do and who did he talk to the night of the attack on Benghazi?'"

McCain continued: "Why did the president for two weeks, for two weeks during the heat of the campaign continue to say he didn't know whether it was a terrorist attack or not? Is it because it interfered with the line 'Al Qaeda has [been] decimated'? And 'everything's fine in that in that part of the world'? Maybe. We don't know. But we need the answers. Then we'll reach conclusions. But we have not received the answers. And that's a fact."

Earlier, the former Republican presidential nominee said he expects Hagel to be confirmed as defense secretary even though he doesn't plan to vote for him.

"I don't believe he is qualified," McCain said. "But I don't believe that we should hold up his nomination any further."

Budget cut warnings may prove harsher than reality

WASHINGTON (AP) ? Get ready for two weeks of intensifying warnings about how crucial, popular government services are about to wither ? including many threats that could eventually come true.

President Barack Obama and congressional Republicans made no progress last week in heading off $85 billion in budget-wide cuts that automatically start taking effect March 1. Lacking a bipartisan deal to avoid them and hoping to heap blame and pressure on GOP lawmakers, the administration is offering vivid details about the cuts' consequences: trimmed defense contracts, less secure U.S. embassies, furloughed air traffic controllers.

Past administrations have seldom hesitated to spotlight how budget standoffs would wilt programs the public values.

When a budget fight between President Bill Clinton and congressional Republicans led to two government shutdowns, in 1995 and 1996, some threats came true, like padlocked national parks.

Others did not.

Clinton warned that Medicare recipients might lose medical treatment, feeding programs for the low-income elderly could end and treatment at veterans hospitals could be curtailed. All continued, thanks to contractors working for IOUs, local governments and charities stepping in and the budget impasse ending before serious damage occurred.

This time, at stake is not a federal shutdown but a so-called sequester. Between March 1 and Sept. 30 ? the remainder of the government's budget year ? it would mean reductions of 13 percent for defense programs and 9 percent for other programs, according to the White House budget office.

The cuts, plus nearly $1 trillion more over the coming decade, were concocted two years ago. Administration and congressional bargainers purposely made them so painful that everyone would be forced to reach a grand deficit-cutting compromise to avoid them.

Hasn't happened.

A look at the sequester and the chilling impact the administration says it would have, based on letters and testimony to Congress:

?A key reminder: Social Security, Medicare and veterans' benefits, Medicaid and a host of other benefit programs are exempted. The cuts take effect over a seven-month period; they don't all crash ashore on March 1. And if a bipartisan deal to ease them is ever reached, lawmakers could restore some or all of the money retroactively.

?On the other hand: Left in effect, these cuts are real even though their program-by-program impact is unclear. The law limits the administration's flexibility to protect favored initiatives, but the White House has told agencies to avoid cuts presenting "risks to life, safety or health" and to minimize harm to crucial services.

?Defense: Troops at war would be protected, but there'd be fewer Air Force flying hours, less training for some Army units and cuts in naval forces. A $3 billion cut in the military's Tricare health care system could diminish elective care for military families and retirees. And, in a warning to the private defense industry, the Pentagon said it would be "restructuring contracts to reduce their scope and cost."

?Health: The National Institutes of Health would lose $1.6 billion, trimming cancer research and drying up funds for hundreds of other research projects. Health departments would give 424,000 fewer tests for the AIDS virus. More than 373,000 people may not receive mental health services.

?Food and agriculture: About 600,000 low-income pregnant women and new mothers would lose food aid and nutrition education. Meat inspectors could be furloughed up to 15 days, shutting meatpacking plants intermittently and costing up to $10 billion in production losses.

?Homeland Security: Fewer border agents and facilities for detained illegal immigrants. Reduced Coast Guard air and sea operations, furloughed Secret Service agents and weakened efforts against cyberthreats to computer networks. The Federal Emergency Management Agency's disaster relief fund would lose more than $1 billion.

?Education: Seventy thousand Head Start pupils would be removed from the pre-kindergarten program. Layoffs of 10,000 teachers and thousands of other staffers because of cuts in federal dollars that state and local governments use for schools. Cuts for programs for disabled and other special-needs students.

?Transportation: Most of the Federal Aviation Administration's 47,000 employees would face furloughs, including air traffic controllers, for an average of 11 days.

?Environment: Diminished Environmental Protection Agency monitoring of oil spills, air pollution and hazardous waste. The color-coded air quality forecasting system that keeps schoolchildren and others inside on bad-air days would be curtailed or eliminated. New models of cars and trucks could take longer to reach consumers because the EPA couldn't quickly validate that they meet emissions standards.

?State Department: Slow security improvements at overseas facilities, cuts in economic aid in Afghanistan and malaria control in Africa.

?Internal Revenue Service: Furloughed workers would reduce the IRS' ability to review returns, detect fraud and answer taxpayers' questions. It offered no specifics.

?FBI: Furloughs and a hiring freeze would have the equivalent impact of cutting 2,285 employees, including 775 agents. Every FBI employee would be furloughed 14 workdays.

?Interior Department: Hours and service would be trimmed at all 398 national parks, and up to 128 wildlife refuges could be shuttered. Oil, gas and coal development on public lands and offshore waters would be diminished because the agency would be less able to issue permits, conduct environmental reviews and inspect facilities.

?Labor: More than 3.8 million people jobless for six months or longer could see their unemployment benefits reduced by as much as 9.4 percent. Thousands of veterans would lose job counseling. Fewer Occupational Safety and Health Administration inspectors could mean 1,200 fewer visits to work sites. One million fewer people would get help finding or preparing for new jobs.

?NASA: Nearly $900 million in cuts, including funds to help private companies build capsules to send astronauts to the International Space Station.

?Housing: The Department of Housing and Urban Development said about 125,000 poor households could lose benefits from the agency's Housing Choice Voucher program and risk becoming homeless.

Horse slaughtering legal in US, but public won't bite - U.S. News

The discovery of horse DNA in food products sold throughout Europe has set off a scandal, shaking confidence in Europe's food industry and angering consumers.

But believe it or not, it?s actually legal to slaughter horses for human consumption in the U.S. In November 2011, Congress quietly lifted a five-year ban on funding for horse processing inspections.

Since the ban was lifted, no horse slaughterhouses have successfully opened, according to Holly Hazard, a senior vice president at the Humane Society of the United States who tracks equine rights issues.

?We have yet to have a new [horse processing] facility open in this country,? Hazard said, adding that attempts to open slaughterhouses in New Mexico and Missouri last year were scrapped due to public outrage.

The U.S. Department of Agriculture has said that if a horse slaughtering plant were to open, the agency would perform inspections to ensure it complied with federal laws.

Before Congress defunded inspections in 2007, there were just three equine processing plants in the continental U.S. -- two in Texas, one in Illinois. All three facilities were shuttered when the slaughtering ban took effect, the Associated Press reported.

At the peak of their production powers, these slaughterhouses primarily exported horsemeat to Mexico and Canada for human consumption, Hazard said.?

One advocate of selling horse meat said that the removal of the ban allows the horse processing industry to regain a foothold in the market.

"Eighty percent of a $102 billion-a-year industry was directly affected when they took slaughter away," said David Duquette, president of the United Horsemen, a group that lobbied to lift the ban.?

Duquette added that there are ongoing efforts to revive the horse meat processing industry, but declined to provide additional information about those attempts.

Animal rights activists, meanwhile, are confident that widespread repulsion at the thought of eating horse meat will keep it out of the mainstream.

"There are certainly communities that have considered [reviving horse slaughtering]," said Nancy Perry, a senior vice president at the ASPCA. But the vast majority of Americans -- a staggering 80 percent, according to a recent ASPCA poll -- oppose the practice, Perry said.

'Companions and partners, not food'
Polling data and public opinion suggest it's highly unlikely horse meat will move to the center of American culinary culture. After all, they?re the stars of beloved children?s literature, Hollywood movies, and Wild West folklore.

?We believe horses are iconic figures in American culture,? Hazard said. ?The vast majority of Americans think they?re companions and partners, not food.?

Hazard said she?s not aware of any attempts to introduce horse meat on restaurant menus. The one exception: a proposal, in September of last year, to serve Canadian-bred horse tartare -- also known as raw horse meat -- at a museum restaurant in New York City.

However, M. Wells Dinette's prospective menu item at MoMA PS1?was scuttled after animal rights activists and public health officials cried foul.

The restaurant?s chef and co-owner, Hugue Dufour, released a statement after the controversy subsided defending his exotic dish.

?We thought about serving it because we like to offer customers new things,? the statement said. ?Whatever else horses are ? draft animals, companions, transport ? their meat is also delicious and affordable.?

Nevertheless, most Americans still consider horse meat off-limits, although that hasn't always been the case.

At the close of World War II, when beef was in short supply, many Americans got their protein boosts from horse meat. Republicans blamed the meat scarcity on President Truman, giving him the nickname ?Horsemeat Harry.?

During the early 1970s, beef prices went through the roof, forcing cash-strapped shoppers to buy cheap horse meat instead. The custom was so common it showed up as a subplot on a 1973 episode of the sitcom ?All in the Family.?

Harvard University?s Faculty Club reportedly served horse meat for more than 100 years before it dropped the menu item in the 1980s.

Green Blog: Floating Islands to the Rescue

Nutrient pollution is a growing problem along the Upper Mississippi, where water rich in nitrogen and phosphates from crop fertilizer flows directly into the river without the benefit of wetland filtration.

The problem is particularly acute in the levee region of southern Iowa, where farmers are groping for a remedy. The polluted water eventually reaches the Gulf of Mexico, creating a dead zone that now spans 6,700 square miles and costs fisheries $2.8 billion per year.

Environmentalists have filed lawsuits against the Environmental Protection Agency to press for tighter standards for nitrogen and phosphorus runoff. Worried that the agency might step in with new mandates, farm groups are weighing a temporary solution: floating islands that could process the nutrients before they reach the river.

Built from recycled soda bottles and seeded with native plants, the islands could mimic the role that wetlands once played in assimilating sediment from local agriculture, said Charles Theiling, a hydrological specialist for the Army Corps of Engineers in Davenport, Iowa.

So far, he said, he has met with 500 farmers who favor using a concentrated wetland-effect, or floating islands, for abating the problem.

The runoff pollution is rooted in the disappearance of interconnected flood plains that once existed in this Upper Mississippi region, Mr. Theiling explained. ?The flood plains acted like a kidney to the river ? they filtered out the pollutants,? he said.

But where flood plains once existed, two million acres of rich agricultural land are now planted with corn in each growing season. Swamps have been drained and trees cut. Meanwhile, 110 individual levee districts with pumps and plumbing have been installed to limit flood risks on these lands, which means that excess rainfall is channeled directly into the levees.

?Our river wetlands are degraded because of conditions of our watershed and the ones we created by eliminating the flood plain,? Dr. Theiling said. ?We are not getting the natural ecosystem service benefits of nutrient processing and sediment assimilation that we would get if this land were in its natural state.?

Thus the floating islands. A company based in Shepherd, Mont., has developed one that is about the size of a backyard: known as the BioHaven, it is designed to grow in drainage ditches and remove unwanted nitrogen and phosphates from field runoff. The islands are inspired by the kind of floating peat bogs found in the waters of northern Minnesota and draw upon nature?s design to solve human problems.

?BioHavens farm over-abundant nutrients out of water,? said Bruce Kania, the owner of the company, Floating Islands International. If too much fertilizer is applied to a field, then the excess fertilizer will run into the water, he noted.

?The problem is, that fertilizer is going to try to grow stuff because it?s fertilizer,? Mr. Kania said. ?So anything that is living that responds to fertilizer for its growth, which is basically anything ? any plant, algae, or microbe.? The aquatic plants and algae blooms then choke-off beneficial micro-organisms, limiting food sources for fish and other marine life, he said.

As the native plants seeded on the floating Islands grow, they support biological processes that feed on fertilizer in beneficial ways, thereby cleaning the water. Mr. Kania said. ?The islands are a sort of bio-reactor, providing something for the microscopic life forms to live on.? Drawing on the carbon in the water, he said, they use up the phosphorous and nitrogen gas.

While the islands have not yet been used widely in the Upper Mississippi, over 4,800 have been installed around the world. Aside from the United States Army Corps of Engineers, public and private entities ranging from a wastewater facility at a Louisiana prison to a landfill in New Zealand have commissioned such islands to clean polluted water, provide nutrients for fish and contribute to species habitat.

The islands are made from a nonwoven mat of filter material constructed from the recycled plastic bottles. The plant roots grow through the bottom of the mat, adding microbes that will eventually yield clean water and provide food for fish.
